


I bring over 40 years of experience producing profitable measurable results in the public and private sectors both domestically and internationally. I have spent several decades influencing the legislative process by analyzing and advocating legislation from a variety of positions by working inside the Congress for a Congressional committee and outside as a lobbyist. Because of this extensive experience, I am able to frame issues in a salable way.
During my time as an executive with Raytheon, I developed and performed international government relations activities at national, regional and local levels primarily in the UK with particular emphasis on Northern Ireland and the Republic of Ireland to enhance the company’s prospects of winning and implementing new programs. Reporting directly to the chairman of the company, I established a wide network of contacts with UK’s Members of Parliament, Members of the Northern Island Assembly, Ministers and staff of the Northern Island government and of the Republic of Ireland, local officials and media to help the company obtain a 1.2 billion Astor battlefield surveillance program.
Working closely with the Industrial Board of Northern Ireland, I initiated and played a key role in the successful funding, establishing and growing of a major software development investment(by Raytheon) in Northern Ireland which provided over 50 new jobs in the community and generated $83 million in software revenue for the company.
Further, I directed and implemented strategy in the international trade area while serving in the domestic lobbying part of the company. Thereafter, I served as a key advisor to Northern Ireland business interests and government officials on political issues, potential international trade missions and other trade initiatives including sources of funding and business planning. This role included assisting Northern Ireland companies with potential business projects in the United States and developing initiatives to encourage inward investment in Northern Ireland.
In earlier years, I developed new international trade opportunities for a major port authority (resulting in the winning of a 1 million dollar grant, among others) as well as several major trade associations and researched financial opportunities for companies engaged in international trade projects.
I received my law degree in 1987 from Georgetown University School of law and was admitted to the D.C. and Pennsylvania bar associations. Northeastern University awarded me a master’s degree in Public Administration and a bachelor’s degree. I am a former member of the governing board of Northeastern University
